Static Commissioning is the phase of verification carried out with systems de-energized or not yet running under load, including component inspection, insulation resistance testing, torque checks and calibration of instruments. In data center delivery it forms the foundation for later dynamic testing, ensuring that switchgear, UPS, chillers and controls are physically correct before power and load are applied.
