CxA (Commissioning Authority, also Commissioning Agent) is the party responsible for leading and verifying the commissioning process independently on behalf of the owner. It defines the commissioning plan, reviews design, prepares test scripts, witnesses functional and integrated tests, and documents that installed systems perform to the design intent before handover.
