Pre-Commissioning is the set of static, pre-energization checks performed after installation and before functional testing, confirming that equipment is correctly installed, connected, cleaned, torqued and safe to start. In a data center it covers point-to-point wiring verification, pipe flushing, megger and continuity tests, and completion of pre-functional checklists so that Level 4 functional and Level 5 integrated tests can proceed without rework.
