Tier Certification of Operational Sustainability is an Uptime Institute assessment of how well a data center is actually run, examining management, operations, staffing, maintenance and site practices that determine whether infrastructure capability is preserved over time. It recognises that even a Tier IV facility can suffer outages if operated poorly, awarding Gold, Silver or Bronze ratings.
